The Charter

Article I: Purpose & Scope

Time Capsule Collective Inc. (TCC) exists to create, support, and deliver projects that strengthen the wellbeing, connection, and lived experience of Australian veterans and their families. Our work may take many forms – storytelling, community engagement, education, creative initiatives, or other programs that align with our values and purpose.

Your Service – Your Story (YS – YS) is the current principal project, providing veterans with a safe, peer-to-peer environment to record their personal stories for their family first, and where appropriate, for posterity.

Future projects may be established under TCC as the organisation grows. Each project will operate in alignment with TCC’s values, but may vary in scope, audience, and method.

Article II: The Core Pillars

Wellbeing & Support:

All TCC projects – present and future – prioritise the wellbeing, dignity, and legacy of veterans, their families and the wider community through safe, respectful engagement.

Authenticity:

The recording space is a sanctuary. We operate under a strict no judgment policy where guests can speak openly and authentically, knowing their voices will be heard and their experiences respectfully represented.

Mutual Respect:

As a collective of veterans and civilian allies, we respect the boundaries of our guests. If a topic is off-limits, it stays off-limits.

Preservation for Posterity:

We treat every recording as an historical artifact - a time capsule - handled with the utmost care, dignity, and respect.

Article III: Roles & Responsibilities

To ensure smooth operations, the Collective divides its duties as follows:

General Provisions for Portfolios:

  1. Portfolio leads may delegate tasks with Management Committee endorsement.
  2. Individuals may hold multiple portfolios as needed.
  3. New roles may be created as new projects emerge.

Governance Layer:

The Management Committee (President, Vice President, Treasurer, Secretary, and Ordinary Members) is responsible for the strategic oversight, compliance, and appointment of the executive leadership. Founders serve as custodians of mission and continuity.

Executive Layer:

The DEO and Deputy CEO manage day-to-day operations and ensure alignment with committee strategy. Program Directors oversee individual projects and report to the CEO.

Operational Layer:

Divisions include Program Management, Training and Standards, Mental Health Oversight, Finance & Compliance, IT & Systems, Fundraising & Membership, Marketing & Communications, and Volunteer Coordination. Each division has defined responsibilities and reporting line as outlined in the TCC Organisational Chart,

Project Layer:

Individual projects (EG, Your Service – Your Story, Blank Cheque, Emergency Services Initiative) operate under the Program Directors with regional managers and teams appropriate to their scope. All projects adhere to TCC’s governance, training, and mental- health protocols.

Volunteer Engagement:

Volunteers are integral to TCC’s mission and may service in filming, editing, administration, fundraising, casting, set design or community roles. Paid positions exist where continuity, risk, or technical expertise require professional commitment.

Duty of Care:

All TCC activities operate under a “Do No Harm” ethos ensuring emotional safety, respect, and dignity for participants and staff.
